Why this build works on Harley

Harley relies on a hit-and-run assassin playstyle that centers on landing his ultimate Deadly Magic alongside rapid skill and basic attack sequences. Because Deadly Magic scales its final explosion based on all damage dealt while the magic ring is active, Harley needs early Magic Penetration and Magic Power to maximize that burst window. His passive Magic Master already shreds enemy Magic Defense and boosts his Attack Speed, making flat magic penetration items like Genius Wand and basic attack enhancing magic items extremely potent. This build solves Harley's need to quickly stack his passive, shred defenses during Space Escape engages, and deal maximum damage inside the ultimate duration before blinking back safely.

Ice Hunter's Arcane Boots

Early

Ice Hunter's Arcane Boots provide Harley with essential Jungling efficiency and early movement speed to rotate between lanes. The extra magic penetration directly amplifies the damage of Poker Trick during early ganks. Additionally, the Retribution true damage passive helps Harley secure jungle creeps, Turtles, and early objectives smoothly, allowing him to quickly gain the level advantage needed to unlock Deadly Magic and begin executing squishy targets across the map.

In-game passive Unique Passive - Hunter: After dealing damage to a Creep, deal 25<2|lv 3> + True Damage to the target over 3s (damage is increased by 100% for non-Marksmen heroes).

Genius Wand is Harley's ultimate early core item because its Magic Defense reduction stacks alongside his passive Magic Master. When Harley blinks in with Space Escape and rapidly strikes enemies using Poker Trick, Genius Wand shreds enemy Magic Defense to near zero. This drastically increases the damage taken during his ultimate Deadly Magic, ensuring the final explosion deals maximum lethal burst damage to squishy enemy heroes.

In-game passive Unique Passive - Magic: Dealing Magic Damage to enemy heroes will reduce their Magic Defense by 3-7 (scales with level) for 2s. Stacks up to 3 times.

Feather of Heaven enhances Harley's unique basic attack mechanics dictated by Magic Master. Since his passive converts basic attacks into scaling magic damage and grants stacking attack speed, Feather of Heaven adds extra magic damage to every basic attack. During the four second window of Deadly Magic, Harley can weave basic attacks alongside Poker Trick, ensuring maximum damage is absorbed into the ring before it explodes.

In-game passive Unique Passive - Affliction: Basic Attacks deal extra Magic Damage equal to 50 plus 30% of the hero's Magic Power.

Starlium Scythe seamlessly fits Harley's combo flow. After casting Space Escape or Deadly Magic, Harley's next basic attack deals additional True Damage and grants a brief movement speed boost. Divine Glaive

Situational

Divine Glaive is Harley's primary response to enemies building high Magic Defense items in the late game. Its passive Spellbreaker grants scaling Magic Penetration based on the target's Magic Defense. When combined with the flat defense shred from Magic Master and Genius Wand, Divine Glaive ensures Harley can still melt tanky targets and frontliners with Deadly Magic even when they attempt to counter his magic damage.

In-game passive Unique Passive - Spellbreaker: When attacking an enemy, gains 0.1% extra Magic Penetration for each point of the enemy's Magic Defense, capped at 20%.

Adapting the build

No build survives every draft. These are the situations where the order above should change.

When facing mobile squishy heroes early on

Prioritise completing Genius Wand right after Ice Hunter's Arcane Boots. The combined flat magic penetration allows Poker Trick and Deadly Magic to deal near-true damage against targets with baseline defense, enabling guaranteed early-game eliminations during lane ganks.

When the enemy team stacks heavy Magic Defense items

Prioritise buying Divine Glaive earlier in the build order before Holy Crystal or Starlium Scythe. Its percentage magic penetration counters high enemy defense, ensuring that Magic Master and Deadly Magic retain their lethal burst potential despite enemy defensive investments.

When focusing on prolonged basic attack trading during ultimate window

Rush Feather of Heaven immediately after Genius Wand. This maximizes Harley's attack speed synergy with Magic Master, allowing him to stack his passive rapidly and pump continuous extra magic damage into the target while Deadly Magic ring is active.
